WHAT WE DID
Feedback from the Montenegro Education Reform Project made clear that local governments in Montenegro needed to be given more responsibility for and provide greater input into local education issues in order to promote greater participation by local governments and their citizens in matters of vital local importance. Funding for education - especially teacher salaries – remained centralized at the Montenegro state level. Mechanisms needed to be developed to enable local governments to obtain more control over resources to prioritize and resource local education activities, facilities and initiatives.
