Assessment of 9 Municipalities in South and South-West Serbia within the Project Designing Innovative Performance Management Methodology for Greater Accountability of Local Authorities in Serbia

WHAT WE DID

The project Designing innovative performance management methodology for greater accountability of local authorities in Serbia is jointly imlemented by the Standing Conference of Towns and Municipalities (DfID-funded part) and PALGO Center (Fund for Open Society-funded). The project aimed to develop a self-assessment tool for local government performance in 6 areas of municipal functioning: 1) financial management, 2) public procurement, 3) asset management, 4) municipal services, 5) local economic development and 6) human resource development, which will be publicly available at the SCTM website, along with the recommendations for improvements. As a follow-up, a set of workshops were created and municipal support packages will be designed, to assist local governments in introducing improvements in these areas.

ACTIVITIES

Prepared a questionnaire and plan of municipal visits.

Conducted field assessment in 9 municipalities (Medveđa, Preševo. Bujanovac, Novi Pazar, Sjenica, Tutin, Prijepolje, Priboj, Nova Varoš)

Prepared short reports on the current municipal status, capacities and needs,

Analyzed results

Prepared a compiled report, including key findings, lessons learned and recommendations for the design, creation and implementation of the municipal service packages in the area of financial management, public procurement, asset management, municipal services, local economic development and human resource development.
